Formulation of good policies
- To rationalise the policy-making process and monitor the formulation, adoption, implementation and assessment of policies so as to maintain their feasibility in changing circumstances.
Effective enforcement
- To formulate and effectively enforce Council by-laws.
- To promote and expand community involvement in ensuring that the Council by-laws are adhered to.
Efficient management of all available resources
- To exploit strengths and opportunities from all available resources
To commit towards efficient and effective delivery of local authority services
To maximise output given the limited available resources

Well-planned City |
- To
establish and improve co-ordination between the City
Council and other authorities responsible for the
provision and maintenance of infrastructure, parks,
open spaces an greens, and the approval of buildings
and structures.
- To improve the City's physical infrastructure,
emphasizing road and sewer system upgrading.
- To improve the physical outlook of the City and encourage landowners to maintain and beautify their properties.

- To preserve out links with the past, through the rich cultural heritage of city dwellers, and with other groups and individuals.
- To encourage development of the arts and culturally-based festivals and events.
